Warrior: Add dex after Lvl 70?

I am a Spearman level 59 now. I am adding 4 str & 1 dex level 30 onwards.
After level 70 do I still need to add dex?
Numerous guides say, at level 70 Str should be 260 & dex 100. Should I stick to this stats?

do you got 120dex now? if got, you can stop up your dex.

because u need Rigbol Sword, it is Two-Handed Sword, need lvl Level 100, need DEX 120, atk speed is Fast,Weapon Attack: +101. can buy from Black Crow
